André Santos Raquel’s practice has a strong focus on gaming and entertainment, banking and finance and corporate matters.

André is a qualified Portuguese lawyer, Macau lawyer and Macau Private Notary who is regularly engaged to assist clients in the gaming, entertainment, banking and financial services industries, providing regulatory, compliance, operations and litigation advice.

He assisted a Macau gaming operator in the public tender for Macau gaming concessions, including but not limited to proposal documentation, contract negotiations and signing. Frequently acts as Macau counsel to lenders and syndicated lenders, as well as to issuers, sponsors and underwriters in the process for the listing of securities of companies with activities in Macau.

Having participated in complex international financial and commercial operations in several jurisdictions, André is experienced and skilled in negotiating, drafting and interpreting financial and commercial contracts. André has also been called to act as an arbitrator (including as president in an entertainment-related arbitration).

Prior to joining JNV – Lawyers and Notaries as a Macau lawyer in 2011, André was a lawyer in Portugal with CCA Law Firm, and acted as General Counsel to TIMWETECH Group, a multinational group of companies with headquarters in Lisbon, Portugal.

André is the author of Taxation of Casino Gaming Operators in Macau (Asian Gaming Lawyer, Sept/Oct 2015), Corporate Governance in PPP (The European PPP Law Review, December 2010) and Public-Private Partnership in Portugal – The Legal Structure of the Public-Private Partnership Contract and the Peripheral Contracts (The European PPP Law Review, January 2010). He regularly speaks in conferences and has been featured in Chambers and Partners and other legal publications.

André graduated from the Lisbon University Faculty of Law in 2005 and is a member of the Portuguese Bar Association, the Macau Lawyers Association and STEP – Society of Trust and Estate Practitioners, having completed the STEP Certificate in International Trust Management (Distinction). He is a founding member and the Macau representative of FALP – Federation of Portuguese Speaking Lawyers.

André is native in Portuguese and fluent in both oral and written English and Spanish.
